City Charter of Warren Chapter 4. Officers 

Sec. 4.2 page 19 Eligibility for city office; general qualifications.

" Except as otherwise provided in this charter, a person is eligible to hold an elective city office if he has been a registered elector of the city, or of territory annexed to the city, or

both, for at least two years immediately preceding his election or appointment.

  • Public records search provides that the primary homestead property tax is for an address of 117 East Linsey Blvd., Flint, Genesee County, Michigan, 48503 since June 2013

  • Public records search provides a rental property is for an address of 3437 Blue Lake Drive, Flint, Genesee County, Michigan, 48506 as well as a business registration address for Just Good Plumbing and Heating. The birth date was listed as 06 January 1959. His age 63. 

  • Public records search does not provide for any residency in the City of Warren or the County of Macomb.

Sec. 4.3 (a) page 19 Certain persons ineligible for city office. 

" A person who has been convicted of violating any provision of the election laws of the state of the city, or who has been convicted of a felony or an offense involving a violation of his oath of office, or who is in default to the city, shall not be eligible for any city office. " 

  • Public records search provides for multiple felony criminal convictions in the State of Michigan as well as the Commonwealth of Pennsylvania. 

City Charter of Warren Chapter 2. Definitions and General Provisions 

Sec. 2.6 Penalties for violations of charter. 

" Any person found guilty of an act constituting a violation of this charter may be punished by a fine which, in addition to court costs charged to him, shall not exceed five hundred dollars or imprisonment for not more than ninety days, or by both such fine and imprisonment, in the discretion of the court. Imprisonment for violations of this charter may be in the city or the county jail, or in any work house of the state which is authorized by law to receive prisoners of the city. This section shall not operate to limit or prejudice the power to remove officers or discharge employees as provided in this charter. " 

Randy Hall has filed an Affidavit of Identity and Receipt of Filing on Friday 21 April 2023 to campaign for City of Warren 5th District Council. 

Within Section 3 : Certification and acknowledgement, a statement of attestation by signing I acknowledge that making a false statement in this affidavit is perjury - a felony punishable by a fine up to $1,000 or imprisonment for up to five years and may result in disqualification from the ballot. 

 

Randy Hall signed the statement of attestation of qualified eligibility on Friday 21 April 2023 and yet knowingly violated the City Charter of Warren. 

 

As a result of the criminal actions by Randy Hall I have filed a criminal complaint report # 230031181 with the City of Warren Department of Police on Tuesday 06 May 2023 at 14:29 hours PM 

 

This criminal complaint was forwarded to Sheriff's Detective Sergeant David Crabtree from the County of Macomb.
